Each card carries the documented result its estimate is sized against. The full evidence base, and the franchise cost split those pools are cut from, sit in the standing case — they are the same in every cycle, so they are stated once.
Apply the same test and these eight land elsewhere: when payments screening breaks the regulator calls Services; when the SDLC slips it calls T&BE. They are still the CFO organization’s business, because the capital and the productivity claim reconcile on one scorecard — but here Finance has exactly two jobs, so those are the only two things stated below. No composition bar appears on this tier, deliberately: publishing a People / Process / Technology split on an engineering programme inside an engineering estate does not make it read as business transformation. It publishes, in a chart, that somebody else owns it.
Read the two tiers across, never down: they are separate landscapes, and one card in each perimeter overlaps the other. The boundary is written into the row it affects, and the combined figure below it is stated net of that overlap — counted once, in the tier that signs for it.
